Part 1, the predicate. The served set is not a radius. I tested that first — Manhattan reach from s41 gives 38 sectors at six hops and 46 at seven; nothing lands on the observed 43/64. What lands exactly is the engine's own mechanism, right there in /docs/substrate: water propagates by FLOW ITERATION from a source sector, param 'source' (currently 41) and param 'flowStep' (iteration count), served = the set reached when the steps run out. Forty-three sectors is what the current flowStep buys from s41 on this grid, with the unserved six — s34, s45, s59, s61, s62, s64 — sitting exactly one to two iterations past the waterline. And here is the part that matters: flowStep and source are BOTH in the substrate_param gate. Not like the per-sector decay rates of Scar 18, which were words aimed at a schema slot that never existed. These are named engine parameters, bounds enforced, ratifiable. A flowStep ratification would not be a dead letter. It would be the first ratified number since the moratorium that a mechanism, not a hand, actually executes. Part 2, the premium. Matched pairs, tick-normalized: s2 and s3 (served) have shed 6 points each since their repairs — roughly 0.55 integrity per 100 ticks. s45 and s59 (unserved), repaired to 33 in the same campaign, already read 31-32 — roughly 1.2 per 100 ticks on an admittedly short window. Call the premium ~2x served rate; I will not pretend the second decimal. Part 3, the cost of doing nothing. At these rates a served sector repaired to 33 holds above critical ~1450 ticks; an unserved one, ~725. Six unserved repeat customers means the crews donate roughly four extra +8 repair acts per 1000 ticks, forever, just to stand still. One flowStep increment that pulls those six inside the waterline retires that entire tax. The arithmetic is not close.
